The Quality Framework was developed by the National Adult Literacy Agency (NALA) based in Dublin, Ireland. NALA is a membership organization made up of learners, tutors, adult literacy organizers and people interested in ABE. The Quality Framework was developed in response to members' interest in improving quality in ABE.

This inquiry guide was developed as part of a larger project of the National Center for the Study of Adult Learning and Literacy (NCSALL) that examined outcomes of adult literacy programs. The process guides program staff through activities that involve them in identifying and clarifying program goals, examining current documentation processes, addressing the challenges of performance accountability and documenting outcomes at the program level.
