Equipped for the Future (EFF) is a standards-based approach to reform in the adult literacy education system. This handbook is designed to help community-based organizations that provide adult education improve their program quality. The handbook identifies four phases of program improvement and includes tools and other resources to support the process.

NALA Evolving Quality Framework User Guide
National Adult Literacy Agency (NALA). 2002.
The Quality Framework was developed by the National Adult Literacy Agency (NALA) based in Dublin, Ireland. NALA is a membership organization made up of learners, tutors, adult literacy organizers and people interested in ABE. The Quality Framework was developed in response to members' interest in improving quality in ABE.

How are we doing?: an inquiry guide for adult education programs

This inquiry guide was developed as part of a larger project of the National Center for the Study of Adult Learning and Literacy (NCSALL) that examined outcomes of adult literacy programs. The process guides program staff through activities that involve them in identifying and clarifying program goals, examining current documentation processes, addressing the challenges of performance accountability and documenting outcomes at the program level.

This guide offers activities, guidelines and resources for those interested in using inquiry groups and research methods in their program improvement efforts. The process is organized into four sections: Coming Up With A Research Question, Collecting Research Data, Analyzing Research Data, and Making Our Research Knowledge Public, and provides basic materials needed to implement practitioner research into staff development programs.
